Where to find the Mount Lanaryu Skyview Tower
Mount Lanaryu Skyview Tower is located to the southeast of Central Hyrule, just below the Lanaryu map text proper. The exact location can be found on the map above.

How to solve the puzzle of the Mount Lanaryu Skyview Tower in Tears of the Kingdom
For the Mount Lanaryu Skyview Tower,all you need to do is climb up the rock formations instead of the glaciers. You’ll slip on the ice, so don’t bother with trying to climb up those glacial formations. The eastern ridge has a very clear path, with plenty of rocks to grab onto. Just move from rock to rock and head upward.
Once you’re at the peak, just walk up to the Mount Lanaryu Skyview Tower entrance and open it up! There’s nothing further you need to do from here. Congrats!
